Summary: I am member of the nation using another set of accented Latin letters than is LATIN-1 standard (ISO 8859.1), namely LATIN-2. For this reason, I must comment your preference of one particular character set as an unfortunate case. I would understand, that if you would limit character set to basic Latin characters of the basic ASCII code, but preference of one national enhancements of this code brings my doubts.
In fact, the problem is not so hot, as it may seem on the first view. I know at present no classical compiler allowing use of the national character set e.g. for the language identifiers, and the limitation of the character sets to pure Latin characters is considered by Czech (and other nation"s) programmers as no significant limitation, with exception of the comments. The same concerns CORBA identifiers used in the OMG IDL language. -
