CORBA23 — create_policy specification needs to be completed

    Summary: The specification of the create_policy operation in Chapter 4 section
    4.9.2 (ptc-98-10-05, 5 November 98) is missing the following important
    elements:

    1. There is no specification of what is expected of someone who is
    defining a new policy type, in order to use this operation as the
    factory for policy objects of that type.

    2. Policy objects of wich of the PolicyTypes can be created using this
    operation in release 2.3 is not specified. Consequently, the types that
    are valid as input through the "val" parameter are unspecified also.
