    Summary: Document interop/98-08-02 states:

    For GIOP versions prior to 1.2, interoperability for Wstring is limited
    to the use of two octet fixed length encodings.

    Does this mean simply that only fixed length character encodings that
    are use 2 byte characters are allowed for GIOP versions prior to 1.2?

    The statement is slightly ambiguous, in that it can be parsed as: "(two
    octet) fixed length encodings" or "two (octet fixed length encodings)".
