CORBA23 — InconsistentTypeCode exception in CORBA 2.3

    Summary: The current CORBA 2.3 ORB interface chapter (ptc/98-08-08) does not
    match the resolution which was voted on for the InconsistentTypeCode
    exception (issue 1089).

    The proposed resolution from ptc/98-05-01 was to place the exception
    in the ORB interface with InvalidName, not in the CORBA module.
    Jishnu, could we correct this mistake by moving InconsistentTypeCode
    from the CORBA module into the ORB interface?
