C2MS12 — use of brackets not consistent for Subject Elements

    In the "... Subject Naming" tables, a "Subject Content" item is supposed to have brackets [] around variables and no brackets for literals. This is not always followed though. See Telemetry CCSDS Packet Message as an example.ME2-ME6 do not use brackets, but should. Several other tables are like this.

    Updated all "Subject Naming" tables to add brackets around variables in the Subject Content definition.

    A Word document with change tracking is attached to help clarify where changes have been made.
