C2MS12 — Fix change in Table 8-155 Product Request Message Add'l Info

In C2MS12-115, already approved, there was an error in the text of one cell in Table 8-155 Product Request Message Add'l Info which needs to be fixed. Specifically, under URI, the Description says "Location where the requesting component is asking for the product file(s) to be stored. Could be a web address, directory, or folder specification . Required if DELIVER-VIA-INCLUDE is True. Not used otherwise." but should be DELIVER-VIA-REFERENCE.
