Summary:
Product Message, by its description, can be produced either 1) as the result of a Product Request Message or 2) unsolicited. The REQUEST-ID is used to match a Product Message to correlate the PM with the originating request, which would be case 1, above. However, in case 2, there would be no original request.
REQUEST-ID should therefore be optional.
