C2MS12 — The Model still has Optional Fields and Required Fields classes

Telemetry CCSDS Transfer Frame Message still has Optional and Required elements as aggregators in the model.

MNE Value Request Message still has Required element as aggregator in the model.

In both cases, we need to make sure all the fields are migrated to the top level and still exist in the C2MS Spec, then remove the elements listed here.

Remove extra fields in model

There's nothing to show, as this doesn't change the document at all, but in the model, remove the following UML classes with all their properties (these aren't used anywhere, so it's not problem to do it). I have confirmed with Eric about the CCSDS Message to make sure we didn't miss something in 1.1, and we are OK): It was just an oversight to have left them in the model, though unused.
