C2MS12 — Recommend UTF-8 for Text Encoding in C2MS implementations/usage

    The spec does not mention anything about text encoding. Although the PIM doesn't have to specify it, and it should be designated by PSMs, it would make sense to 'recommend' UTF-8 as the standard to be used by implementations.
