C2MS12 — Verify FORMAT Options for some Navigation Data Messages

Among the "Navigation Data Messages", the following messages all have supported FORMATs of KVN, XML, RAW and BIN:

• Attitude Parameter Message
• Attitude Ephemeris Message
• Orbit Parameter Message
• Tracking Data Message

However the following only support FORMATs of KVN and XML:

• Orbital Mean-Elements Message
• Orbit Ephemeris Message

I don't know if this was what was intended or an oversight not to include RAW and BIN in these last two (or if the other Orbit Parameter Message perhaps shouldn't have them).

I'm entering this issue to capture this question as it could stand investigation
