Summary:
The subject naming of messages expects the constructs of a mission, constellation, and satellite. It is undefined how subjects should be formed that are not associated with these. This has been dealt with in specific ISDs with MISSION=ENTERPRISE, CONSTELLATION-ID=SERVICE, SAT-ID-PHYSICAL=<service_name>.
An example is how ground equipment should be addressed, as it might support being used by several spacecraft.
