C2MS — Non-satellite-related messages are not representable

    The subject naming of messages expects the constructs of a mission, constellation, and satellite. It is undefined how subjects should be formed that are not associated with these. This has been dealt with in specific ISDs with MISSION=ENTERPRISE, CONSTELLATION-ID=SERVICE, SAT-ID-PHYSICAL=<service_name>.

    An example is how ground equipment should be addressed, as it might support being used by several spacecraft.

    For services not associated with a constellation or a satellite, place the service name in the "Sat" element.
