Summary:
Modeling Activities that are only ended by Events
There are activities that are only ended by events, thus the activity may have one or more events located on the border of the activity, but no "normal" non event exit of the activity.
The request is that the spec include an explicit statement that the activity might have events on the border, but no other "natural" ending of the activity.
If this is not agreed, the spec needs to explain how to model such activities.

"Normal flow refers to the series of Sequence Flow that originates from a Start Event and continues through activities via alternative
and parallel paths until it ends at an End Event. This does not include the paths that start from an Intermediate Event attached to the boundary of an Activity."
with the following text:
"Normal flow refers to paths of Sequence Flow that do not start from an Intermediate Event attached to the boundary of an Activity."
beyond that, this issue is resolved by resolution of issue 14783 (Jira issue 14783) -
