Summary:
Description of issue: The meta-model contains attributes that are conceptually enumerated types. Sometimes their set of values needs to be extensible, sometimes their set of values is closed within the scope of the spec. The spec needs a consistent approach for both types of enums.
Proposal: Presumably, enums with a closed list should be defined as enums in the metamodel, while enums that are extensible should be defined as string. Better ways to render this may exist. The outcome of the decision must be applied consistently throughout the spec
