Summary:
In BPMN 1.1, there were Reference Tasks and Sub-Processes, which provided a type of within Diagram reusability--as opoposed to Global Tasks reused across diagrams. Any feature that is in 1.1, but not 2.0 should have some documentation as to why it is not there. This issue could be used to re-introduce the elements or to document why they were excluded in this version.

This could be potential resolved by modifying the Call Activity so that it can also call activities within the same diagram (which was what the Reference Task and Reference Sub-Process did). -

In Changes annex (Annex A) add:
"Reference Tasks are removed. These provided reusability within a single diagram, as compared to GlobalTasks, which are resuable across multiple diagrams.
GlobalTasks can be used instead of Reference Tasks, to simplify the language and implementations."
