BACM11 — Policy concept is missing from specification

Policy is a common business concept. It is specified in the BIZBOK. Policy is also defined in the BMM.

Create Directive in BACM and define potential alignment with BMM

Add Directive metaclass as specialization of Means.
Specify that Directive can be linked to the Directive metaclass in the BMM.
See attached whitepaper that describes a non-normative conceptual alignment between BACM models and BMM models. Implementing the alignment with BMM can be done using the ExternalRelationship facilities already extant in the BACM V1.0, so no changes to the BACM metamodel or specification would be needed to implement the alignment. The attached document is intended to be published as a non-normative adjunct document to the BACM specification.
