Summary:
A frequently used matrix showing relations between product value items and capabilities can be created by query on the model. Adding a shortcut to the metamodel would allow the architect to specify intent that such a relationship exists in advance of actually creating the details in the model.

A matrix showing the connection between Capability and ValueItem can be created by a query that joins the Outcomes produces_0 by the Capability with the Outcomes values by the ValueItem. Given that the produces_0 and values relations likely have small fan-out, the cross-product resulting from the join is likely to be accurate. However, there probably needs to be a restriction to Capability of a certain level to avoid including Capabilities in the composition hierarchy.
