BACM11 — Expand target of InformationItem isAbout

The target of isAbout is currently restricted to BusinessObject but should be broadened to any concept in the AbstractOperatingModel or AbstractValueModel (except abstract constructs such as ValueStreams and Capabilities as those are documented in the business architecture model)

Allow isAbout to target StatefulThing

Define the target of isAbout to be StatefulThing This allows an InformationItem to be "isAbout" a business object such as an assembly robot. Note that isAbout can only capture intrinsic properties of StatefulThing. The recordedAs relationship should be used to capture state.
