ASTM — Add description of square brackets to ABNF Notation

    Add description of square brackets to ABNF Notation. It is not obvious that constructs bracketed by

    {'[',']'}

    pairs imply an optional construct. In other words, implementation of the construct is at the discretion of the implementer. This implication is only found in the non-normative ABNF description.
