    This seems to be a typo. It needs to be corrected.
    Summary of changes:
    The change to specification will be in section# <2.11.2>, page# 49, Footnote # <12>. Change description <OpenScope is an optional semantic attribute> to new description <Assocation opensScope is an optional semantic association>.
    This issue is similar to the issue# 12611 of Ballot 3 about footnotes , and is therefore merged with issue# 12611.
