ALMAS — In the PIM, when creating an Alert ( RaiseAlertFrom...)

In the PIM, when creating an Alert ( RaiseAlertFrom...) it is required that the created Alert is returned as an out parameter (AlertID). This is omitted in the DCPS PSM. Here only the result in terms of successfull/not successfull is returned by means of a topic. Note that the created AlertID might be needed by the ALMASProducer for subsequent calls. Proposed solution: Define a new topic, called ALMAS CreatedAlert, containing request_id and AlertID.
