    MessageSet has an unrequired name. This is not part of the NameReference
    annotation and is inconsistent. I don't think this is used at all and should be
    removed.

    Make name & description of MessageSet optional and consistent with other types

    Make MessageSetType an extension of OptionalNameDescriptionType so that it still allows a name and a description of a MessageSet and is consistent with other types, but the name and description are not required. Move the existing annotation in the originally proposed MessageSetType back into TelemetryMetaDataType where it is more easily accessible.
