    CustomAlgorithm which appears in many places in the schema should be a
    namereference to AlgorithmSet. To enforce the proper semantics the Ref should
    "name" which algorithm type it referes to such as "InputAlgorithmRef" or
    "InputOutputAlgorithmRef", etc...

    This refinement would introduce significant backwards compatibility issues and is probably not preventing a program implementation at this time. Propose to defer this to an "XTCE 2" type of proposal.
