XTCE12 — Should RestrictionCriteria should be assignment not operators for Commanding?

    RestrictionCriteria seems incorrect for commands. the value checked are
    inserted to form the command, operators seem a little strange, maybe only '=='
    makes sense, etc...

    The issue appears to make sense. Changing this would be a significant update to the structure of the schema and might break existing usage not foreseen. Propose to defer this topic to an RFP update as opposed to the tighter scoped RTF for 1.2.
