XTCE12 — Expand features to include common industry encodings in StreamsSet

Added specific support for reed-solomon and turbo encoding, among others in the stream set. Reported by JPL.

Propose to defer this as out of scope in the XTCE 1.2 resolutions

This seems somewhat of a significant issue for making a truly data driven model for applications. Unfortunately, there does not appear to have been any work done to make the StreamSet feature in XTCE solid. Propose to defer this to another RTF unless someone can come up with a proposal to comprehensively work this. Vote against if you can do it.
