XTCE12 — Add argument and fixed value entries to CommandContainerSet/CommandContainer

    The CommandContainerSet/CommandContainer is missing arguments related entries which make it impossible to describes some ESA packet definitions.

    It is possible to specify ESA packets

    Arguments are local to MetaCommands and this is the root of the issue as to why they are not specified in the CommandContainerSet. There was a thought early on when implementing ECSS PUS where it was believed that this was needed. This is not the case and ECSS PUS can be specified without CommandContainerSet usage. Propose to close this.
