Ambiguity - The is too much leeway how to use the standard, and things are left for interpretation. The standard allows / calls for users to add thier own items when they are missing. Need to tighten the standard so things will be done consistently

Limitations on exchange should be defined in separate profiles
There is extreme variation in the capabilities and limitations of the various ground systems now in use. A conscious decision was made early in the finalization process not to create a definition language that is least common denominator, since that would be too restrictive for emerging implementations. Some communities of use (US Government and CCSDS) are establishing more specific restrictions that will either be published as companion specifications in OMG or as standalone specifications within the community of use.
