    During the combination of the original submissions and finalization, the schema was separated into related sections. XML tool support was poor at the time for schemas with includes. While tool support has improved, splitting the specification at this time would break existing implementations and is considered an enhancement request for future RFPs/RFCs, but is out of scope for the XTCE 1.x specifications
