Move Alarms outside of Type area. Alarms may change a lot and it may be easier
to have them set in the Parameter area, further alarms and calibrators, as well
as the time types reference Parameters directly which seems inconsistent with
them being in types.C-S/CNES

Defer to future model-based XTCE revision
There are trade-offs that were made between what was held at the Type level versus the Parameter level based on expected reuse of declared types. Most current implementations end up declaring a new Type for each Parameter, because the existing database models did not allow for detection of similarities. It is likely that a future revision of XTCE will use a new model that eliminates the distinction between Type and Parameter and simply allows reuse and extension of each Parameter as a base. Therefore addressing this issue is deferred to a future revision of XTCE, rather than disrupting current usage.
