AbsoluteTimeParameterType do not have alarm elements associated with it. In
the current schema this may be by design – an example of a usage for an
alarming absolute time could be helpful. JWST claims to alarm on occurrences
of reverse time which in fact would probably be a packet ordering issue. -

This issue does not appear to be universally applicable at this time. With some proposals for use cases, it could be re-considered later. In the context of XTCE 1.2 it is chosen to defer this matter to a later time if it comes up again. At present, it does not appear that alarms of this type are needed.
