Parameter/TimeAssociation@offset – current date type should be decimal for
holding offset. Change the Date to offsetTimeInMillisec, and make it a decimal
type. It is possible to work around this by storing the milliseconds as a YEAR
date but its awkward:
0001-01-01+00:00
0002-01-01+00:00
9999-01-01+00:00, 10000-01-01+00:00 -

Change time offset to a more usable type
The offset in TimeAssociationType is specified as an XML date, which would only allow whole day offsets. The typical offset is in seconds or fractions of a second. The offset will be flexibly defined with a default units of seconds. This affects the schema only.
