    These are implemented slightly differently in the schema and this has
    implications for the programmer & API. It would be easier from the programmer
    standpt if they were same underlying schema types.

    The root cause of this issue is that array definitions in XTCE 1.1 are broken. The repairs are part of the resolution for XTCE12-107. Merging this issue with that one to share resolutions.
