    This does not appear to be appropriate because Java is not the only implementation language or methodology. Private inner classes exist in multiple languages, but that isn't even relevant so much for people who use things like DOM. I suggest this is not a well posed thing to say in an annotation - at least as suggested. For now, propose to close without change.
