    This is in regard to section 6.5.1 of 98-10-05 which has the following declaration at the beginning:

    <!ENTITY % XMI.element.att
    ’xmi.id ID #IMPLIED
    xmi.label CDATA #IMPLIED
    xmi.uuid CDATA #IMPLIED ’ >

    Since MOF 1.3 makes it mandatory that ref_mof_id return a unique id for a metaobject it seems that xmi.id ID should be required rather than implied.
