WSPOS — Need to revise IP Policy statement to match UPOS 1.15 version

The IP Policy stated in section 1.2 needs to be revised. The summary points should be removed and the statement revised to say:
This specification was originally created under the ARTS IP Policy which can be found here: http://www.omg.org/cgi-bin/doc?retail/2017-12-01. With the transition to the Object Management Group, this standard is now published under a default reasonable and non-discriminatory (“RAND”) licensing obligation for members with only limited exceptions.
Also, remove the term ARTS from the subsection title.

Revise IP Policy section

The IP policy should be revised to match the recommended changes that the AB made for UPOSv1.15.
Remove the summary bullets, and provide a slightly broader description.
