UMLNIEM3 — Possibly incorrect statement about conversion transformations

    In Section 0.3.2 Non-mandatory features you state "Transforming a model from NIEM 2.1 to 3.0 is not included in this specification". However in section 1.4 you state "In addition to the above, NIEM-UML-3 includes transformations to assist in the process of converting from NIEM-2 to NIEM-3." Please explain the contradiction.
