UMLNIEM3 — Describe the embedded links in the introduction

    The specification has embedded links to internal spec sections as well as to the wider NIEM specification on the government website. I don’t think this was mentioned in the introduction at all. They are useful and should be highlighted as such. My only concern is whether they will be lost when the spec is transferred to the somewhat archaic editing tool used by the OMG.
