UMLNIEM3 — Annex A clarity about profiles and files

    There are 5 URLs listed in the normative section of the files in Annex A, but only two XMI files submitted. In gov-15-02-03 and 04 there are 3 namespaces defined. How do we account for NIEM UML_Profile and Model_Package_Description_Profile?
