UML14 — TimeObservationAction can't return values

    TimeObservationAction says it returns a value, but it is a kind of
    WriteStructuralFeatureAction, which doesn't return values. Does it
    write the value to a structural feature? I assume the semantics should
    be more like DurationObservationAction
