UCM11 — value ranges are wrong for 8-bit integers

    The resolution of issue UCM11-2 introduced some typo in section 9.2.3.3.
    The table should contain

    INT8 -2 7 2 7 - 1 int8 (in IDL 4.2)

    instead of

    INT8 -2 8 2 8 - 1 int8 (in IDL 4.2)

    and

    UINT8 0 2 8 - 1 uint8 (in IDL 4.2)

    instead of

    UINT8 0 2 8 uint8 (in IDL 4.2)

    The edition must come after UCM11-2.
