UAF12 — Need Operational Capability

    To maintain same pattern across layers, and to make a distinction between the "ability to operate" and the ability of the enterprise to achieve outcomes, need to have a separate kind of Operational Capability that is distinct from "Strategic" Capabilities that are relevant in the Strategic Domain.
