UAF12 — Desired outcomes as “targets” to achieve with enterprise transformation

    Need a way to specify the “final consequence or product” for the enterprise as a whole. Alternative capabilities and effects (using MOE’s) are assessed for ability in meeting the set of desired Outcomes for the Enterprise as a whole and for understanding the trade space. When capability target measures are established based on the Analysis of Alternatives, then an Enterprise Phasing structure is devised and Enterprise Goals are assigned to each phase.

    Cannot use Enterprise Goal for this since it is tied to a particular Enterprise Phase. Need to have a separate element to capture Outcomes for the Whole Life Enterprise. Outcome is related to “measures of value” or “measures of utility” (hence, it must be measurable). Aim is maximize for MOU for a given set of resources.

    • Actual State elements linked to relevant Effects
    • Operational Activities linked to relevant Effects
    • Effects linked to relevant Outcomes and Missions

    Desired and Achieved Effects refactored by introducing Effect and ActualEffect elements and renaming dependencies AchievedEffect and DesiredEffect to Achieves and Desires.
