Clarify meaning of national extension character
The current 'use' attribute corresponds to a flag indicating that the third set of 10 characters reserved for national extensions to APP6-C is to be used (i.e. characters 21 to 30 of the Symbol Identification Code (SIDC)).
Accordingly this should be renamed to 'useNationalExtension'.
The documentation for the attribute should also be extended to state that it relates to the national extension attributes
The type should be Boolean -
