TDAI12 — Can't create a specific ResourceTasking topic type

In the IDL, the struct ResourceTasking doesn't contain the base attributes from the abstract PlanElementConstituent class. (The PlanElementConstituent struct contains these plus a union of all the specialisations). Therefore it isn't possible to define a topic constrained to a ResourceTasking as per the standard mapping of the ResourceTasking DataSink service.
