SYSML21 — Horizontal swimlanes needed

    The swimlane production only appears to support vertical swimlanes. i.e., with the action flow displayed below the head rather than to the right of it. Horizontal swimlanes should also be supported.

    (This issue was one of five identified in SYSML21-294 but has been extracted into a new issue since we intend to defer this one to SysML 2.1 but not delay resolution of the other four.)
