SYSML21 — Augmentation needed for ScalarQuantityValue Construction explanations

Subclause 9.8.9.1, under subheading ScalarQuantityValue Construction only explains basic value construction with literal or very simple expressions. The explanations should be augmented with examples of expressions that involve more complicated quantity arithmetic. This should include a description with examples about how the precedence of the num [mRef] terms in such expressions is handled.
