Summary:
In 8.3.4 Annotations Abstract Syntax, in Figure 4 Annotation (from KerML), Comment is shown as having a locale attribute. However, the is no provision for specifying this in the concrete syntax for Comments, neither the textual (8.2.2.4.2 Comments and Documentation) nor graphical (8.2.3.4 Annotations Graphical Notation).

Add "locale" to Comment notation.
It should be possible to specify the locale in the textual and graphical notations for a comment (including a documentation comment).
