Summary:
In 8.3.4 Annotations Abstract Syntax, in Figure 4 Annotation (from KerML), Comment is shown as having a locale attribute. However, the is no provision for specifying this in the concrete syntax for Comments, neither the textual (8.2.2.4.2 Comments and Documentation) nor graphical (8.2.3.4 Annotations Graphical Notation).
