They are not currently supported by SysML v2 state semantics and concrete syntax and need to be removed -

Need to remove action control nodes from Statemachines GBNF productions
Need to remove from state flow BNF control nodes assumed to be inherited from action flows. Currently transition cannot have such control nodes as sources/targets
