SYSML13 — Flow property semantics only defined for external connectors

    The flow property semantics in the second paragraph of Section 9.3.2.3 (FlowProperty) only gives semantics for out to in flow properties, which does not work for internal connectors to proxy ports as introduced in issue 13178.

    The current semantics of flow properties also works for internal connectors of full
    ports, but should not apply to internal connectors of proxy ports, as the filer says.
    The flow property semantics for internal connectors of proxy ports is implied by
    the semantics of proxy ports, but this should be clarified.
