Summary:
From discussion within the MIWG (raised at Sandy's request).
In UML 2.3 partWithPort is clearly only valid for a connector connected to a Port. SysML appears to expect this to be used when a connector is connected to any nested Property. This breaks the UML constraint and needs to be stated clearly in the SysML specification.

Disposition Summary:
This issue overlaps with issue 16045, which was raised in response to the
same MIWG discussions. SysML NestedConnectorEnd does apply to any nested
property, but the resolution for 16045 removes the specific SysML constraint that
conflicts with UML constraints for partWithPort. SysML nested connector ends
and partWithPort, under all its UML constraints, can both be present and be
given values for nested connector ends that satisfy both their conditions.
