    ISUUE TITLE: "Decided or Calculated" Should Read "Understood" to be Consistent with the Rest of Clause 12 ISSUE DESCRIPTION: In other parts of Clause 12 it was agreed that "understood" carried an aceptable meaning in place of 'decided or calculated". SUGGESTED RESOLUTION: On page 139 in the definition of 'element of guidance is practicable', replace "decided or calculated" with "understood".
